Cloudera survey shows enterprises rethinking where AI runs

Enterprises are reassessing how and where they run AI as rising costs, governance demands, and sovereignty requirements reshape their approach to scaling. A new global report from Cloudera, titled The State of Enterprise AI 2026: The New Rules of Scale, examines how organizations manage the cost, control, and flexibility that sustained AI use requires.

The report draws on a survey of 1,500 global IT leaders and decision-makers, commissioned by Cloudera and fielded by Wakefield Research in September 2026. Nearly nine in ten respondents, or 89%, have limited or redesigned AI use cases because of rising token consumption. In addition, 84% report that data residency, sovereignty, or jurisdiction-specific requirements influence where AI workloads are deployed.

Cloudera describes bringing compute to governed data, rather than moving data to AI, as the basis for its approach to enabling AI. Organizations can select where each workload runs according to shifting cost, performance, sovereignty, and business requirements. Governance and control remain consistent across environments throughout the AI lifecycle.

Respondents also described operational adjustments in production. Ninety-eight percent have pulled back an AI deployment after failure, hallucinations, or unexpected behavior, and 75% cite governance and compliance as a constraint on scaling. Forty-five percent have moved AI workloads in response to higher or more volatile costs, and 58% say moving workloads calls for moderate or major redesign.

“Scale is exposing a new reality for enterprise AI: what works today may not make economic or operational sense tomorrow,” said Brian Martin, CTO of Applied AI at Cloudera. “Costs change, models evolve, regulations shift, and the right place to run a workload changes with them. Leaders need an AI strategy built for that reality, one that gives them the freedom to adapt without giving up control of their data, governance, or spend.”
