Cloudera released The State of Enterprise AI 2026: The New Rules of Scale, a global report on how organizations manage the cost, control, and flexibility required to run AI at scale. The findings suggest that rising costs, governance demands, and sovereignty requirements are changing how and where organizations operate AI.
The report draws on a survey of 1,500 global IT leaders and decision-makers, commissioned by Cloudera and fielded by Wakefield Research in September 2026. 89% of respondents have limited or redesigned AI use cases because token consumption has risen, while 84% report that data residency, sovereignty, or jurisdiction-specific requirements influence where AI workloads run.
Additional results show that 98% have pulled back an AI deployment after failures, hallucinations, or unexpected behavior. Governance and compliance limit scaling for 75%, and 55% report governance and compliance costs growing faster than expected. Some 45% have moved AI workloads in response to higher or more volatile costs, and 58% say relocating workloads requires moderate or major redesign.
Cloudera describes its approach as bringing AI to data wherever it resides, with governance and control consistent across environments. Compute is brought to governed data rather than moving data to AI, so organizations can choose workload locations based on changing cost, performance, sovereignty, and business requirements. Leading reasons for running AI workloads across multiple environments include resilience (42%), sovereignty and residency (38%), cost reduction (38%), and proximity to data (37%).
Brian Martin, Cloudera CTO of Applied AI, said: “Scale is exposing a new reality for enterprise AI: what works today may not make economic or operational sense tomorrow. Costs change, models evolve, regulations shift, and the right place to run a workload changes with them. Leaders need an AI strategy built for that reality, one that gives them the freedom to adapt without giving up control of their data, governance, or spend.”
Respondents who could restart their AI journey would strengthen governance from the outset (49%), invest in data quality earlier (46%), modernize infrastructure sooner (45%), and invest more in employee training (45%). The full report is available for download, and its findings will be discussed at Cloudera EVOLVE NYC.
