Summary
Cloudera has published public sector findings from its Data Readiness Index 2026. The results point to a growing gap between agencies’ ability to protect sensitive data and their ability to put that data to use for AI-supported decisions and operations.
Public sector organizations lead all industries surveyed in data governance, with 72% saying most or all of their data is governed. That compares with 66% in healthcare, 65% in energy and utilities, and 61% in financial services. Access has not kept pace: only 16% report full access to their data across environments, the lowest of any industry surveyed, against 24% in financial services and 51% in telecommunications.
Respondents named several barriers. Only 31% of public sector organizations report full visibility into where their data resides, and 30% describe their data as fully integrated across environments. Nearly half, 47%, cite complicated access requirements and processes, 44% point to limited visibility, and 34% struggle with data siloed across agencies and systems. Nearly one-quarter, 24%, identify data quality as the leading cause of underperforming AI investments.
Ongoing challenges in data accessibility, integration, and legacy infrastructure continue to complicate modernization efforts and limit how emerging technologies can be used. According to the findings, governance built into modernization plans from the start keeps data secure, accessible, and usable as systems change. Building on existing governance strengths while addressing fragmentation is critical to more scalable AI initiatives.
“Government agencies don't have an AI problem; they have a data access problem,” said Dario Perez, GVP - Federal Civilian and SLED at Cloudera. Perez said that “securely connecting data across systems while maintaining strong governance will be critical to delivering on AI’s potential.”
Cloudera’s annual EVOLVE26 Government Summit in Washington, D.C., is scheduled for October 29.
