Pax8, a global AI and cloud marketplace for small and medium-sized businesses (SMBs), released its Q3 2026 SMB AI Pulse Report. The report is the third edition of the company's quarterly research series and the first to survey small businesses in both the United States and Europe. Its findings indicate that many SMBs now build their own AI tools rather than only using them.
The report states that governance has not kept pace with SMB adoption. Two-thirds of AI-engaged SMBs have built one or more AI solutions now in regular use, while 35% found AI running without approval in the past six months. Across the four countries surveyed, formal, documented review of internally built AI reaches 45%. Businesses that deploy an agent or connect AI to a finance system take on work that had belonged to software vendors, including maintenance, security, and payment for the compute they consume.
Among businesses building AI, 52% are developing automated workflows that connect AI to other business systems. Another 46% are building or testing AI agents that complete multi-step tasks on their own, and 39% have built custom integrations using an AI provider's API.
The survey was conducted online and drew responses from 1,150 business owners, executives, functional leaders, and managers involved in technology decisions at companies with 5 to 499 employees. Respondents came from the United States, the United Kingdom, Germany and Sweden. The report also found that 49% of businesses paying for AI received at least one bill or usage charge above their expectations, and 55% of decision-makers spend three or more hours per week reviewing, editing or fact-checking AI-generated work.
“SMBs are moving from using AI tools to building AI into the way their businesses operate,” said Nick Heddy, President and Chief Commerce Officer at Pax8.
The report suggests a growing role for technology partners that help SMBs inventory, secure, govern and manage the costs of the AI they build.
