SEALSQ Corp signs MoU to build post-quantum chip center
SEALSQ Corp, a subsidiary of WISeKey International Holding Ltd, signed a non-binding memorandum of understanding with the Government of Gujarat and Kaynes SemiCon Private Limited to establish a secure semiconductor design, test, and personalization center focused on Post-Quantum Cryptography (PQC).
The MoU was signed in the presence of Shri Harsh Rameshbhai Sanghavi, Honorable Deputy Chief Minister of Gujarat, and described a proposed facility that targeted an annual production capacity of up to 300 million post-quantum secure semiconductors to address demand for quantum-resistant technologies across listed sectors including government, defense, critical infrastructure, telecommunications, automotive, Internet of Things (IoT), and digital identity.
The planned Outsourced Semiconductor Test and Personalization (OSTP) facility was to be located on Kaynes SemiCon’s manufacturing campus in Sanand and included technical capabilities that the parties specified as Common Criteria-compliant wafer testing, final testing, secure personalization, cryptographic key injection, Public Key Infrastructure (PKI) provisioning, and post-quantum cryptographic enablement.
Under the terms outlined in the memorandum, the parties intended to form a joint venture in India tentatively named SEALKAYNESQ Ltd to handle semiconductor design, testing, and personalization; the proposal described financing through government incentives, private sector investment, and direct investment from SEALSQ and noted alignment with national initiatives referenced in the memorandum, including the India Semiconductor Mission, Make in India, and Atmanirbhar Bharat.
