Who is ECOMP?
ECOMP (Enhanced Control, Orchestration, Management and Policy) is a carrier-grade software platform, originally developed by AT&T, that automates the design, deployment, policy enforcement, and lifecycle management of network services and virtualized network functions on software-defined infrastructure.
- Service design and onboarding for virtualized network functions
- Policy-driven orchestration of network services
- Closed-loop automation for runtime service assurance
- Software-defined network control and cloud resource management
- Code lineage within the Open Network Automation Platform (ONAP) open source project

More About ECOMP
ECOMP was developed by AT&T to manage the scale and complexity of its network as it moved from dedicated hardware appliances to virtualized and software-defined services. Telecommunications operators and large network service providers use this class of platform to shorten service delivery cycles, reduce manual configuration, and apply consistent policy across multi-vendor environments. Its positioning centers on service orchestration and automation for carrier networks, with applicability to enterprise and hybrid cloud operators that run network functions on shared infrastructure.
The architecture separates design-time and run-time responsibilities. Design-time tooling models services, resources, and policies, typically using template-based descriptions such as TOSCA. Run-time components then instantiate those models, coordinate network controllers and cloud platforms such as OpenStack, and monitor service state. Policy and analytics functions feed closed-loop control, so that the platform can detect degradation and trigger corrective actions without operator intervention. These design choices align with the network function virtualization and software-defined networking frameworks standardized by bodies such as ETSI.
In comparative terms, ECOMP belongs to the same solution category as network function virtualization management and orchestration stacks, service orchestration and automation platforms, and carrier-grade SDN controllers. Its distinguishing emphasis is on policy-driven closed-loop automation applied across the full service lifecycle rather than on orchestration of individual resources alone.
The platform is significant because it demonstrated that a large network operator could automate service lifecycle operations in software at production scale. In 2017, ECOMP was combined with the Open-O project to form ONAP under the Linux Foundation, and current development activity occurs within that open source community. Within enterprise IT classification, the platform is most accurately described as a service orchestration and automation solution for telecommunications and cloud network infrastructure.
