Telenor's Nordic security report outlines rising cyber threats and need for regional coordination

Fornebu, Norway – Telenor released its annual Nordic security report, emphasizing the need for a unified approach to address rising geopolitical tensions and sophisticated digital threats. The report underscores the interplay between critical services, such as power and digital infrastructure, urging governments and industries to work collaboratively to enhance the region’s resilience.

In the report, Telenor identified six primary threat categories expected to shape the Nordic security landscape in 2025: destructive cyberattacks, sabotage of infrastructure, foreign influence and disinformation campaigns, intelligence operations targeting critical infrastructure, organized digital financial crime, and advanced online fraud. “These are not distant threats, but part of the daily threat picture that we and other telecom operators must be prepared to face,” said Benedicte Schilbred Fasmer, President & CEO of Telenor.

The report highlighted hybrid threats as being particularly impactful, where state-backed and criminal entities conflate cyberattacks, sabotage, and disinformation, complicating the response landscape. Additionally, critical infrastructures, such as subsea cables and cloud systems, have become strategic targets, and weather-related disruptions have challenged existing resilience measures. Sigvart Voss Eriksen, EVP & Head of Telenor Nordics, noted that “to protect our critical functions, we must act as a region,” advocating for coordinated effort between governments and industries.

Telenor issued a joint call to action, advocating for prioritization of resilience in the Nordics, alignment of frameworks across borders, improved information sharing, development of redundancy measures for essential infrastructure, and collaborative exercises to enhance preparedness. The report emphasizes that a unified Nordic response is crucial for effectively managing security challenges, as crises do not respect national borders.
