Operation IFAST trains broadband technicians to combat human trafficking
Operation IFAST, a collaboration between CLtel and nonprofit Guardian Group, trains broadband field technicians to identify and report signs of human trafficking during routine service visits. To date, over 60 broadband service providers (BSPs) from 17 states have participated, including Calix customers such as Alliance Communications, Horry Telephone Cooperative, and YK Communications.
At the NTCA’s RTIME 2025 conference, Calix announced the launch of the IFAST Toolkit, developed to further support the initiative's goals. Chris Lovell from CLtel and Andrea Perry of Guardian Group founded Operation IFAST, which equips BSPs with resources and training to empower local law enforcement and raise awareness about human trafficking. Technicians, who interact closely with the community, are positioned to identify warning signs during their visits. The unveiling of the toolkit marks a notable point in expanding the program across the nation.
In 2024, approximately 24,000 individuals in the United States were victims of human trafficking, according to the U.S. Department of State. With more than 60 BSPs embracing Operation IFAST, the reach of the initiative has extended further, including the integration of training materials into Calix University for additional broadband professionals.
“From the moment I met Andrea and the Guardian Group team, I knew the broadband industry could do more to help the fight against human trafficking,” Lovell stated. “In just three years, we’ve built incredible momentum, and, with the IFAST Toolkit, I’m confident we’ll soon have trained technicians in every state.”
Additionally, the IFAST framework encourages BSPs to engage in further actions, such as connecting local law enforcement with the resources provided by Guardian Group and assisting in the awareness and fundraising efforts to combat trafficking.
Jeff Brinkley, Police Chief of Mason City, Iowa, noted, “Operation IFAST training opened my eyes to trafficking red flags I hadn’t recognized, even after decades in law enforcement and extensive training.” He emphasized the importance of collaboration between law enforcement and broadband service providers to enhance public safety.
John Durocher, chief customer officer at Calix, commented on the commitment of local BSPs to their communities and highlighted the value of the partnership with Guardian Group. “By incorporating the IFAST Toolkit into Calix University, we can equip even more BSPs with the necessary training, empowering field technicians across U.S. communities to help combat human trafficking.”
Operation IFAST has seen rapid growth in under three years, fueled by BSP and Guardian Group joint fundraising efforts to expand its impact. Local BSPs are encouraged to join Operation IFAST and contribute to mitigating human trafficking in their areas.
